Management of the special funds follows a rigorous approval process:
- The Provincial Development and Reform Commission reviews and approves fund applications
- Funding is allocated all at once upon project approval
- Allocated funds must be used for approved projects with complete前期手续and ready to start construction
- No arbitrary adjustments are allowed after the investment plan is下达ed
