Cultural heritage protection involves the restoration of historical buildings, traditional architectural features, environmental improvement, public facility construction, and supporting infrastructure within cultural cities, streets, and villages. For tourism development, funding is allocated for tourist service systems, smart management facilities, and transportation networks in scenic areas. Outdoor activity projects focus on building配套facilities and service systems.

Management of the special funds follows a rigorous approval process:

  • The Provincial Development and Reform Commission reviews and approves fund applications
  • Funding is allocated all at once upon project approval
  • Allocated funds must be used for approved projects with complete前期手续and ready to start construction
  • No arbitrary adjustments are allowed after the investment plan is下达ed
